Opening Title; Penge Festival 1986

Two young children are sitting in a white, red and blue decorated pram. Above it a homemade banner states St Paul's Toddlers - a mother makes finishing touches to the sailor boy outfit one of them is wearing and is watched by her friend who stands patiently by.

Various scenes on the beginning of carnival day, participants wander around, organisers, clipboard in hand, cover the arrangements for the day and talk to police. A green sign reads 'Another Bromley Clean and Green scheme Canal Walk'. A red and pink decorated float lorry has Samantha, Penge May Queen 1986, emblazoned on the front of the vehicle as it sits parked on the road. The Royal Oak pub sign is seen, which is presumably where the festival starts from; a clown amuses or terrifies a young boy!

The carnival is about to begin (Oakfield Road/Anerley Road) with a marionette dancing troop poised.
