Description

The film begins with the Charter Mayor and Mayoress, Mr and Mrs Vyvyan Wells, with councillors and officials leaving the Municipal offices by car. At the Borough boundary they host a reception for Major-General the Earl of Athlone and the Princess Alice, Countess of Athlone. A Banner across the boundary reads 'Welcome to Finchley'. A marching band leads the cars containing the Royal party, a short ceremonial greeting is exchanged. A convoy of official cars then proceeds to Avenue House. The ceremony of the presentation of the Charter of Incorporation takes place in the grounds of Avenue House. A large group of people are seated before a canopied stage in front of House. The Mayoral and Royal parties take to the stage, sitting behind a table set with microphones. Speeches are delivered and a telegram is despatched to a waiting messenger boy before they leave stage.

The same afternoon there is an official visit to Finchley Memorial Hospital by Lord and Countess Athlone and the Mayor. The staff are lined up outside the hospital to greet them as their cars arrive. There are more shots inside the hospital as they visit a child in a ward. The film then moves on to 'carnival time' with views of the beflagged streets and a decorated trolleybus. The carnival parade moves through town led by a marching band. The parade contains a number of decorated vehicles including a bath shaped car advertising Ewart's Geysers, a vintage car advertising Johnnie Walker whiskey, a car made to look like a train's locomotive for Express Dairy, a car for The Lendown Car Mart, and cars for Pullen Outfitters, Hirst Motors of Golders Green, Finchley and Barnett School of Acting & Dancing, and Thorne's Flour. In-between the cars there are bagpipers, boy scouts, and children and adults in fancy dress. The carnival itself features fairground stalls and rides, including a helter skelter. At night the decorated buildings and trolleybus in town are illuminated with decorative lights. At King Edward Hall on Hendon Lane there is a Charter Ball where the great and the good watch some dance performances. At the Children's Festival, there is a free cinema show, a line of kids are queued up outside the cinema to watch the political comedy drama 'Gabriel over the White House'. Some younger children enjoy a formal tea party at their school. A match of junior football sees Finchley schoolboys up against their Barnet foes. The film concludes with some of the older Finchley residents being delivered by car to Avenue House for their own Charter celebration.

The Finchley Amateur Cine Society was formed in 1930 and is still in existence today.
